The list of World Cup champions is full of high-scoring teams. But these teams, champions or not, have scored more goals across one tournament than any other.
In all, 11 teams have scored at least 17 goals in one World Cup, via FIFA. The number of games played varies depending on the era — the World Cup has taken on multiple different formats over the years — but teams from earlier (less competitive) tournaments built up a particularly impressive number of goals.
The teams with the highest-scoring runs in a single World Cup:

The two nations at the top of the list both achieved the feat in the same tournament: In the 954 World Cup, Hungary and West Germany racked up 27 and 25 goals, respectively. Earlier in the tournament, Hungary beat West Germany 8-3, but when the two met in the final, West Germany ended with the 3-2 win.
Almost all of the entries come from teams before 1970. Only two are from this century, with Brazil and Germany both nabbing 18 goals in 2002 and 2014, respectively. Both teams finished those tournaments as champions.
Brazil appears two other times on the list, with 22 goals in 1950 and 19 goals in 1970 — the latter being another year in which they took the World Cup trophy.
Generally, scoring lots of goals certainly helps lead your team to a championship. But while all of these teams finished in the top three, only about one-third ended up lifting the trophy at the end.
To put this in context, Argentina scored 15 goals in their title-winning run in 2022 (plus eight more in their two penalty shootouts). It’s unclear if any teams will make a run for the list this World Cup, but there are many teams within reach to try.
