The midfielder only celebrated his 31st birthday last month and has already confirmed he will not be signing a new contract with Bayern Munich, so will be available for free from June 30.
Arsenal have long been linked with his signature and remain possible favourites, but are facing stiff competition from Serie A.
Goretzka tempted by Italian experience
According to Bild reporter Christian Falk, Milan are pushing hard to secure Goretzka, who could form a fascinating midfield partnership with Luka Modric.
Inter are also strong contenders for the German international, though Juventus lag behind, as they are struggling to qualify for the Champions League.
This represents the end of an era for the player, who has been at Bayern Munich since 2018.
Modric sets the template for this transfer idea, as he too was a free agent after many years at Real Madrid, and eager to test himself out in a new environment.
