"They made £47.5m in payments to unlicensed agents over an eight-year period," he told BBC Radio 5 Live's Monday Night Club.
"Half of that was on very important players. Eden Hazard was signed in 2012. From 2013 to 2016 Chelsea paid around £6.5m to a company associated with the agents of the player.
"You've got to ask, have Chelsea got off fairly lightly? In respect to them only getting a £10m and suspended transfer ban when they got one of the most coveted and best players in the world in 2012 and then you find out about these payments."
